Compute, Infrastructure and Technological Sovereignty

الحوسبة والبنية التحتية والسيادة التقنية

This chapter treats the physical and institutional layer on which AI rests: chips, cloud, networks and energy, together with the governance, sovereignty and investment that surround them. It differs from Chapter 13, which analyses political-economic dimensions and geopolitical competition, and from Chapter 8, which covers operating systems on top of this infrastructure.
